Signs of Fondness:
Out of all the pairings possible in One Piece, the only pairings which people generally agree upon are Ussopp x Kaya and Kohza x Vivi. The signs of affection the two pairings have are pretty obvious and forthcoming, especially Ussopp x Kaya (this pairing can literally be argued to be “obvious”, like the whole Asuma x Kurenai and Inu-Yasha x Kagome pairings). Between Luffy and Nami, those two characters have shown hints of affection, closeness, whatever towards each other. One of the biggest implications showcasing just how close the two crewmembers are is a list of incidents hinting something there:

Oda has actually been pretty obvious when it comes to Luffy. In the entire series, the only woman Luffy has shown an interest in is solely Nami, and Oda has generally portrayed this as Luffy being physically attracted to Nami, which occurs at least four times in the series:

The pattern is obvious: Luffy does find Nami physically attractive. He eyes shoot out with Mr. 2's demonstration; he is completely blown away with Nami strips for the boys; he finds Paulie's comment about Nami revealing her legs funny; and lastly, he seems to enjoy seeing Nami in a bathing suit.
Anyway, what we have here is bingo. Four times already in the manga; something like this is simply beyond coincidence, no matter how you look at it. Oda seems to be the type of person who loves to do little things in the manga, like Panda Man for example. What we have here is confirmation by the author himself (in addition to a SBS question about the topic) that Luffy does feel feelings of physical attraction towards Nami. Combine that with the deep feelings of nakamahood he has with her, and the thought of something blossoming behind simple friendship is not entirely farfetch'd.
